Newro: A Protocol for a Cognitarist Economy
Year: 2025
Type: article
Abstract: This paper specifies the Newro protocol, a novel economic and monetary system designed for an era in which artificial intelligence (AI) is a primary agent of production. The protocol introduces the Newro (NWR), a currency the issuance of which is intrinsically and verifiably linked to the creation of valuable cognitive output by AI. The core of the system is the Five Layer Value Confirmation Protocol (FLVCP), a technical mechanism that quantifies and validates claims of value creation through five distinct, measurable stages: Data, Cognition, Outcome, Verification, and Backing. Newro's monetary model is founded on the principle of "Proof of Useful Work," where every computation that secures the system also contributes to a valuable economic or scientific outcome. The currency is anchored by a treasury of productive real-world assets, including compute and energy, which provides a defensible value floor. To ensure the equitable distribution of AI-driven productivity gains, the protocol integrates a Universal Basic Income (UBI) for all verified citizens. Governance is managed through a bicameral system, balancing the interests of tokenholders with the broader community of unique human participants. This document provides a complete specification for the FLVCP, the Newro tokenomic model, the system's architecture, and its governance framework, with the objective of establishing a transparent, stable, and equitable economic foundation for a flourishing economy driven by artificial cognition.
