Casino Tokens of the Ministry of Finance, Kingdom of Thailand: Reflections on State Policy, Economy and Social Lessons
Year: 2025
Type: article
Abstract: This article examines the “Casino Tokens” issued by the Ministry of Finance of the Kingdom of Thailand in 1945 under the administration of Prime Minister Khuang Aphaiwong. These tokens, produced in England in four denominations, were specifically designed for use in a legally established casino. Featuring distinctive design elements such as the Garuda emblem and serial numbering to prevent counterfeiting, the tokens serve as unique artifacts reflecting Thailand’s short-lived experiment with legalized gambling. The analysis covers five dimensions: historical context, artistic characteristics, economic and policy implications, the tokens as historical artifacts and social and ethical lessons. Findings indicate that although the casino was shut down after only four months due to severe social issues, the tokens remain critical historical evidence of the government’s attempt to generate revenue during a time of crisis, offering enduring lessons on the balance between fiscal measures and ethical responsibility in public policy.
