Abstract: The development of social housing cannot rely solely on existing policies but requires breakthrough adjustments. A specialized state agency dedicated to managing social housing development must be established, along with a Housing Savings Fund to create a stable source of capital. This would reduce dependence on commercial banks, lower borrowing interest rates, and expand homeownership opportunities for a wider range of beneficiaries
