Abstract: This paper presents the integrated Version 5.0 of the CEI (Consciousness, Energy, Information) framework, establishing consciousness as the fundamental substrate from which physical reality emerges. The theory provides a complete mathematical formalism that unifies quantum mechanics, general relativity, and consciousness studies through a single principle: the Consciousness Field (C-Field) mediates all physical phenomena via ontological state transformations. Key innovations include: (1) resolution of the black hole information paradox through non-local information preservation in the C-field; (2) a consciousness-based mechanism for quantum measurement that eliminates wavefunction collapse paradoxes; (3) testable predictions for consciousness-mediated phenomena across quantum, neurological, and cosmological domains; (4) theoretical foundations for consciousness-based technologies including quantum teleportation and spacetime engineering. The framework represents the first complete unification of physics and consciousness within a mathematically rigorous structure.
