Abstract: This work reads the universe not as motion away, but as energy finding its balance, diffusion-decay law. What we called expansion is the cosmos remembering how to rest. A universe not exploding but exhaling, this paper listens to that breath. The framework ElementFold isn't competition; they complete each other. The relaxation law provides the dynamics; it describes how systems evolve and gradually calm, giving physical meaning to the background that smooths differences. The circle law, by contrast, provides the structure, it shows how those continuous dynamics crystallize into discrete, repeatable steps.
