Abstract: In modern dynamic and unpredictable conditions of development, a correctly developed operating strategy of enterprise is an important element to ensure his stable work, since it is the main for the projecting and development of a complex system of managing his activity, and the study of the peculiarities of her formation is a critical factor in his effective strategic development in the future. The purpose of the article is realize to identify main effective approaches to the development of an operating strategy of the enterprise, which will help to projecting his management system for achieve strategic goals and increasing competitiveness in the market. In the process of the study, a complex of general scientific and special methods of cognition was applied, among which it is worth noting: analysis and synthesis, system approach. The result of the research is the determination of the place of the operating strategy in the projecting of an effective enterprise management system and its main stages of formation. Installed that the implementation of an effective operating strategy requires a comprehensive approach that includes market analysis, resource optimization, quality, innovation, adaptability and efficient supply chain management through the formation of management project sets for enterprise: Project 1, Project 2, Project 3, of which the management of the enterprise will choose the most effective in a current period of development of the enterprise. Prospects of further research can focus on the new approaches to the formation of an operating strategy in the context of digital transformation through determining its impact on the management system using artificial intelligence tools in strategic aspect to ensure the systemic and positive development of the enterprise.
