Fourth Proposal—A Redistribution Structure Based on Ethics — A New Model for National Regeneration—
Year: 2025
Type: article
Abstract: This proposal identifies the exploitation of motherhood as the root cause of demographic decline and argues that childbirth and childcare must be institutionalized as dignified labor supported by the state. In contemporary society, women who give birth and raise children are deprived of sufficient financial compensation, social recognition, and psychological security. This has fostered a widespread belief that “childbearing destroys one’s life,” leading to the avoidance of both marriage and childbirth. The proposal seeks to break the structural chain linking maternal exploitation and men’s reluctance to marry by introducing systemic reforms: mandatory parental leave for both men and women, redistribution through universal taxation, and policies that position family formation not as a personal loss but as a shared social responsibility. Specific measures include maternal allowances, childbirth-linked pension benefits, compulsory childcare leave, tax deductions and exemptions for families, and a redistribution model based on ethical fairness. Grounded in an “ethical and regenerative social contract,” this proposal presents a blueprint for restoring the dignity of reproduction as the sole path toward a sustainable society.
