Pakistan's Mineral Sector: Foreign Investment Prospects and Security Challenges – An analysis in the Context of Gulf Investments

Year: 2025
Type: article
Abstract: This booklet examines emerging Gulf investments in Pakistan’s mining, energy, and infrastructure sectors against the backdrop of an intensifying global race for critical minerals. It traces how these initiatives are emerging within Pakistan’s fragile security environment—one in which persistent militant threats continue to complicate foreign engagement—while highlighting the Gulf states’ increasing readiness to absorb strategic risks in pursuit of long-term economic and geopolitical gains. Unlike Chinese or Western approaches, Gulf states have developed a distinctive method of cultivating relationships with local communities in the countries where they invest. Their influence extends beyond commercial projects to encompass humanitarian and developmental initiatives—particularly in education, healthcare, and basic infrastructure. This broader engagement often strengthens their credibility on the ground and deepens the perception that Gulf investments are embedded in long-term, people-focused partnerships rather than narrow economic transactions. Based on the underlying realities, and in light of Pakistan’s evolving security posture, this analysis concludes that while conflict-affected regions such as Balochistan and Khyber Pakhtunkhwa undoubtedly pose challenges for investors, they cannot serve as a justification for disengagement.
