From Six Drivers to a World Final: A Ground-Level View of Entrepreneurship Programs What Ohio's Third Frontier and São Paulo's Desenvolve SP, FAPESP PIPE, and FINEP Could Do Together

Abstract: I came to entrepreneurship through motorsport and operations, not grant consulting. After leading supply chain projects at Estée Lauder in North America, I returned to Brazil to build Mach5 Karting, Rotax distributor and race operator between 2011 and 2018 in Brazil and 2013 and 2018 in Paraguay. That work intersected daily with public policy. Import rules and tax design shaped cash flow, credit channels shaped go to market, and institutional capacity decided whether we could host world level events. This paper compares Ohio Third Frontier with São Paulo Desenvolve SP and adjacent instruments such as FAPESP PIPE, FINEP non reimbursable funding and credit, the federal emergency payroll program during the pandemic, and the Sports Incentive Law [1]–[8]. I argue that Ohio strengths are timing, governance, and portfolio logic, though reliance on intermediaries can blunt inclusion and measurement. Brazil is often labeled bureaucratic, yet programs like PIPE and FINEP work well at ground level. I propose a blueprint that combines a single intake door, outcome based services, a working capital line matched to import and receivable cycles, and proportionate regulation with clear metrics. The aim is practical. Shorten the loop between the next customer and the next bill while producing public outcomes that citizens can count, including verified jobs, local vendor spend, first time participants in youth ladders, and wider tax receipts.
