Abstract: This publication, produced by the Metropolitan City of Rome Capital, presents an innovative institutional design and monitoring model, the Hub&Spoke framework, aimed at strengthening strategic and operational coherence in metropolitan governance.The document introduces the concept of “enabling governance and monitoring by design”, integrating policy coherence, foresight, and performance management into all planning instruments: the Metropolitan Strategic Plan (PSM), the Unified Programming Document (DUP), and the Integrated Activity and Organisation Plan (PIAO).It outlines how a data-driven architecture and a dedicated Cabina di Regia (Strategic Steering Unit) can transform the metropolitan administration into a learning and adaptive system aligned with the National Strategy for Sustainable Development (SNSvS) and the UN 2030 Agenda.The report also compares European experiences (Barcelona, Paris, Brussels, Amsterdam) to identify transferable practices for advancing public value creation, transparency, and long-term sustainability in metropolitan policy design and implementation.
