Abstract: This paper analyzes the **Resonant Photon-Matter State** and its critical relation to black hole physics, proposing that the apparent randomness of quantum systems is an **epistemic limitation**—the result of unobserved geometric variables () generating complex, **irrational value sequences** (-Cosmic Determinism).
