Thus, although analyses were made for the data collected from workers of the subject directorates, concerned the largest proportion of data analyses and interpretations of the findings were made with reference to the responses of the workers of the subject directorates. SPSS software was used to analyze the data obtained from the directorates. Frequency tables, bar graph, and cross-tables (involving Pearson Chi-square significance test value) were used to display the findings. Following the broad analyses that were made for the data collected from the respondents, overall data interpretations were made to have a vivid picture about the nature of the factors affecting the implementation of the CC, classifying them into five main themes (factors affecting areas): (1) Power Distance: This leads to concentration of authority at the top and paucity at the bottom. In the absence of mandate, the frontline staff cannot initiate and decide nothing but look upwards for seniors‘ approval. (2) Understanding of Implementers: The two universities directorates has a limited understanding of CC to implement the successfully. (3) Inadequate Human resources: lacking adequate human resources.(4) Government Political issues: Most subject workers in the two university system had not even developed with positive attitudes toward the CC and its implementation because most change tools ideology like 1 to 5 are relationship with a government political issue,. (5) Workers‘ awareness: They revealed that the directorates have not utilized at all societies enough training and workshops for making the CC initiatives. Though there existed complex and many socio-cultural, political and resource/economic problems in the country during the implementation of the reforms of the service delivery standards and the reform measures were too comprehensive and seemed ambitious, it was possible to observe some improvements as the result of the citizen charter intervention. The university directorate has lack of seriousness to implement CC because of there is lack of human resources. Staff dissatisfaction related to compensation and absence of monitoring and evaluation mechanisms to see the stage, the challenges and failure of citizen charter implementation. The university directorates have failed to circulate the citizen charter among street level bureaucrats. The research paper has clearly shown that most of the university directorates are not well aware about the citizen charter program. The study findings also confirm that the two university directorates have lack of commitment and seriousness to implement CC.
