Type: article
Abstract: The state-building model changed during the Somali republic's civil war and state collapse in 1991. Clan elders usurped government authority in order to restore stability and tranquility to the region. Following that, several sub-governments were created, including the state of Puntland. Puntland’s basic administrative structure is still focused on conventional elder selection, including those members of parliament who have a significant influence on the administration's duty and accountability. The aim of this paper was to provide insight into the positions of clan elders in state building and the political system in general of Puntland's preliminary system, as well as the effect of clan elders on the selection of the Puntland parliament, which has been in place for nearly two decades, and to analyze generally the impact of clan elders in selecting the members of parliament in Puntland state. To collect relevant data, both quantitative and qualitative data collection methods were used. Questionnaires were distributed to randomly selected members for each parliament committee of the house of parliament. This study used quantitative research design and both primary and secondary data. The collected data were analyzed with the help of SPSS version 23. Correlation and multiple regressions used to analysis the relationship between dependent and independent variables.
