Customs Efficiency and Its Effect on Ethiopia's International Trade Competitiveness

Year: 2025
Type: article
Abstract: This study investigates the efficiency of Ethiopia’s customs system and its impact on the competitiveness of Ethiopian exports. It evaluates the current state of customs operations, analyzes the relationship between customs efficiency and trade performance, and identifies systemic challenges hindering effective customs functioning. Using mixed-methods analysis, including correlation and regression techniques, the findings demonstrate that timeliness of customs processes (r = 0.632, β = 0.330), procedural simplicity (r = 0.624, β = 0.304), and use of automated systems (r = 0.627, β = 0.289) are statistically significant drivers of international trade competitiveness. Together, these factors explain 58% of the variance in trade performance (R² = 0.580), with timeliness emerging as the most critical predictor. While stakeholders acknowledge incremental improvements in clearance times and digitization efforts, the study reveals persistent challenges: inconsistent processing speeds across customs offices, bureaucratic complexity due to excessive paperwork and frequent regulatory changes, and underutilized automation systems plagued by technical limitations and poor integration. Additionally, systemic barriers such as inadequate staffing, weak inter-agency coordination, capacity constraints, and limited stakeholder engagement exacerbate delays and compliance costs, eroding Ethiopia’s export competitiveness. The findings underscore the urgent need for holistic reforms, including accelerated digitization of customs workflows, simplification of procedures, infrastructure upgrades, and enhanced training for personnel and stakeholders. Prioritizing risk-based inspections, stakeholder-driven policy design, and seamless integration of automated systems could reduce bottlenecks and align Ethiopia’s customs operations with global trade standards. Addressing these gaps is vital for reducing trade costs, improving predictability, and strengthening Ethiopia’s position in international value chains.
