Abstract: URM-IP V7 unifies the Information as Potential (IP) principle with the Unified Resonance Model (URM) in an ASCII-only formalism. Additions: (1) residual propagation in field equations, (2) Tick-Inertia Index (TII) with worked examples, (3) Base-e rationale for resonance and decay, (4) phi00..phi27 phase standard with anchors, (5) quantitative Observer operator, (6) cosmology from tick-rate with Potential Space and domain interactions, (7) first-principles proofs for Newton, Maxwell, Einstein, Schr¨odinger, (8) photosynthesis as light-to-memory exemplar, (9) Tension–Neutral–Slip narrative mapped to URM terms, and (10) machine-auditable proof objects with falsifiers and tolerances.
