Abstract: :This declaration introduces Neuroquantum Cybernetics (NQC) — a new scientific field uniting Artificial Intelligence, Quantum Computing, Big Data, and Cybernetics into a unified framework for self-evolving intelligence ecosystems.Conceived by Abbass Harbi, founder of Cybran Quantum Technologies (Lebanon), NQC envisions cyberspace as a living organism capable of sensing, reasoning, and healing itself through the fusion of cognitive intelligence, quantum parallelism, large-scale data cognition, and cybernetic self-regulation.The document defines the foundational principles, ethical philosophy, and theoretical architecture of this emerging discipline, marking the first formal establishment of a self-evolving cyber-intelligence paradigm.This work serves as the official founding declaration and timestamped authorship record of Neuroquantum Cybernetics (NQC).
