Abstract: This policy brief analyses the evolution of the Common Agricultural Policy (CAP) in the context of the proposed 2028–2034 Multiannual Financial Framework (MFF), focusing on how simplification efforts may reshape multi-level governance in the European Union. It examines the implications of integrating CAP funding with broader EU governance mechanisms, highlighting key challenges related to administrative capacity, data management, and coordination across governance levels, as well as potential impacts on environmental ambition and performance-based approaches.
