Barriers and facilitators for nutrition-related cross-sector partnerships: experiences from NewTools

Year: 2025
Type: article
Abstract: Background Cross-sector research partnerships can be used to address nutrition-related public health challenges, but little is known about experiences from real-world partnerships. Such knowledge may help inform how cross-sector partnerships can promote public health. This study aimed to explore barriers and facilitators for collaboration in NewTools, a Norwegian cross-sector research partnership aiming to develop two food profiling models: one for nutritional quality and one for sustainability. Methods We conducted semi-structured interviews with 18 out of 28 NewTools-partners representing academia, government, the food industry, and civil society. The interviews were conducted in November 2024, three years into the project period. Interviews were analyzed using reflexive thematic analysis. Results Preliminary analyses indicate the following barriers and facilitators for collaboration: 1) Across the partner groups, the partnership was considered a valuable forum for discussing food systems issues. 2) Tensions arose regarding (i) different attitudes towards food profiling models as tools for food systems change; (ii) the relation between developing scientific food profiling models and food policy application, which led to different understandings of the project's mandate; and (iii) differing expectations regarding the involvement of partners in research decisions. Experienced tensions varied between the different partner groups. 3) Disparities in partner group's abilities to engage in the project, as civil society participants reported being hindered by a lack of financial resources. Conclusions This study indicates that cross-sector research partnerships should invest time and resources to ensure that all partners have a common understanding of partnerships’ mandates, goals, and collaboration models. Partnerships could also consider empowering civil society partners to ensure equal participation of stakeholders with varying perspectives and resources. Key messages • Cross-sector partnerships are relevant arenas for discussing public health issues across sectors. • Successful collaboration requires investing in building shared understanding among all partners.
