Lessons from Ukraine for strengthening PHC resilience in Europe

Year: 2025
Type: article
Abstract: This presentation will provide an overall reflection on Ukraine's experience in maintaining and adapting PHC services amidst full-scale war and prolonged crises. It will highlight how the country's pre-war reforms, rapid health system adjustments, and targeted support from national and international actors enabled continued access to essential services, particularly through reconstruction of infrastructure, strengthening nurses’ roles within PHC teams, expanding the list of outpatient medicines available at the PHC level, enhancing PHC performance and adaptive financing strategies. Drawing from these lessons, the presentation will explore practical implications for building more resilient, flexible, and community-centred PHC systems across Europe in the face of current and future health system shocks.
