A multisectoral participatory approach to improve health and well-being of youth with complex needs

Abstract: Background Drawing on a multicentric European project targeting underserved youth, we implemented a multisectoral intervention across health, social and educational sectors to support adolescents with complex needs. It engaged young people, including migrants, facing mental health challenges, social isolation and disrupted family environments, at risk of becoming NEET (Not in Education, Employment, or Training). While the broader project addressed young people <29 years old in NEET situations, for adolescents specifically, the primary aim was to promote education, training and social inclusion. Methods A mixed-methods design was used. We used longitudinal data collected through baseline and follow-up questionnaires completed by a cohort. The intervention was co-designed with young people, professionals, and community stakeholders to ensure that activities and support pathways were closely aligned with the lived realities and aspirations of the target groups. Results Results showed improvements across several key areas. Young people reported improved perceived mental health, access to education and training opportunities, engagement with health and social services and strengthened peer and community networks. Participants also highlighted a renewed sense of belonging, empowerment and motivation to pursue future educational and personal goals. The findings highlight the effectiveness of youth-centred interventions that are locally anchored, culturally sensitive and collaboratively developed. Conclusions Bottom-up, community-based strategies can substantially improve educational and social outcomes for adolescents from disadvantaged backgrounds. By fostering cross-sector collaboration and centering young people's voices, such approaches contribute to building more inclusive systems and reducing inequalities. These lessons are critical for informing innovative practices and future policy development aimed at supporting youth experiencing vulnerabilities.
