Effective heat protection for all. Towards a systematic evaluation of Heat Health Action Plans
Year: 2025
Type: article
Abstract: Relevance The frequency and severity of heat waves are increasing globally and threatening human health. A growing number of European countries have established Heat Health Action Plans (HHAPs) that include several interventions to protect the population from heat-related health risks. In Germany, awareness of heat-related health impacts is growing, and the number of associated interventions is increasing. However, there is no standard definition of HHAPs and they differ in composition and level of implementation. Furthermore, evidence on the effectiveness of HHAPs and its single interventions in reducing heat-related health outcomes is limited. Activities The overarching aim of the working group is to support the evaluation of HHAPs to ensure that interventions within HHAPs are effective, efficient and equitable. This involves working on multiple projects, one of which focuses on the evaluation of HHAPs by estimating heat-related excess mortality based on death records and local meteorological data. Another project consists of a review of grey literature to analyze existing guidance for the evaluation of HHAPs. These and further projects will feed into the development of an evaluation framework for HHAPs as complex public health interventions. Impact By developing and piloting methods for the evaluation of HHAPs, our work will support the evaluation of HHAPs and contribute to effective heat protection. Ultimately, this will strengthen the evidence base and help establish methodological standards for the evaluation of HHAPs. Key message Evaluating HHAPs in a systematic way is crucial to improve the effectiveness of HHAPs, protect the population and minimize inequalities in the context of heat and health.
