8.E. Scientific session: Improving inclusive digital health utilization in Europe: mapping disparities and targeted solutions

Year: 2025
Type: article
Abstract: In many European countries, the utilization of digital (health) services has increased in the last decades, and especially during the COVID-19 pandemic. Furthermore, the European Union and its member states deploy policies to stimulate and realize the digital transition of healthcare systems. The utilization of digital health services may improve the efficiency, quality, and accessibility of care. To realize this potential, it is important to establish that these services are sufficiently accessible to as many citizens or patients as possible. However, research from several European countries, focusing on monitoring the digital healthcare transition, shows that a significant share of the European population lacks basic digital competencies. Furthermore, specific population groups, including individuals with lower education levels or older age, generally have a significant lower use of digital services. This may imply that the accessibility of digital healthcare is under pressure, and that it is currently insufficiently inclusive. Comparing and sharing the results on this topic between European countries and mapping national solutions to improve inclusive digital healthcare among the general population will help to learn from other European countries about how to address this challenge. As an introduction to the workshop, an overview of initiatives and practices promoting digital inclusiveness in Europe will be presented, followed by presentations from three countries throughout Europe (Finland, the Netherlands and Poland). Each country will briefly share their results regarding disparities in digital health utilization across population groups in the past few years. Afterwards, solutions for improved inclusive digital healthcare among the general population will be discussed. Further, there will be 15-20 minutes for audience interaction moderated by the chairperson. During this discussion, there is time to hear about experiences from other countries and explore best practices in improving inclusive digital healthcare. The workshop aims to share strategies and foster dialogue on building more inclusive digital futures in health and social care. Key messages • Disparities in digital health access across population groups are common throughout Europe. • Joint efforts on European level should be undertaken to overcome digital health exclusion.
