Policy Channels & Self-Modulating Support: A Governance Blueprint for Stability in AI-Integrated Infrastructures

Abstract: This blueprint belongs to the emerging research area of AI Policy and Infrastructure Governance.It introduces the concept of regulation-as-stream: machine-readable policy channels and self-modulating support systems for stable, auditable AI infrastructures.The work aligns with the EU AI Act (2024/1689), NIS2 Directive, and NIST AI RMF 1.0, but contributes a new runtime governance model.Designed as a conceptual research artifact (no code, no personal data), it demonstrates how dynamic compliance can operate as infrastructure rather than bureaucracy.The submission supports Allied-Safe, Civil-Use, and Open Science principles.
