Implementation, Feasibility, & Acceptability of a Police Pre-arrest Deflection Program
Year: 2024
Type: article
Abstract: This study examines the implementation, feasibility, and acceptability of a pre-arrest deflection program designed to divert individuals with substance use disorders to appropriate treatment and services and away from justice involvement. Findings demonstrate that the program was operationally feasible. Patrol officers had time, opportunity, and ability to implement deflection program activities including immediate transport of deflected individuals to a substance misuse treatment provider. Furthermore, the substance use treatment provider had sufficient capacity to provide treatment and services to deflected individuals. Study findings also indicate that the deflection program was, overall, broadly acceptable from the perspective of patrol officers as well as community members. Pre-arrest deflection programs represent tangible police reform as a true and meaningful alternative to arrest strategy. Critical factors for success, including authentic collaboration, addressing resistance, and strong and compelling program policy, are fundamental to these programs to ensure fidelity of program process and implementation.
