A systematic review of database design in the development and usage of floods early warning systems
Year: 2025
Type: review
Study design: Systematic Review
Abstract: Context and background A In systems development, careful considerations are taken in the design phase. System design details can include data-flow diagrams, system interfaces, screen designs, storage, or database designs. A good system design result is a good usable system. All aspects of the system need proper planning and design to produce a cohesive system. Thus, a good working information system results from a meticulously planned development process. Likewise, in developing early warning systems, careful consideration in planning and designing is needed in all aspects of the system and this includes the database. The basis of a good system lies in the underlying data storage – database as well. Goal and Objectives: Therefore, this study seeks to review the literature on whether database designs are considered in the development of early warning systems for floods. An online search from different databases was conducted. Methodology: This study adopted a systematic review methodology guided by the PRISMA framework, aiming to reduce bias and ensure a structured approach. The process included defining a clear research question, systematically searching and screening literature, applying precise inclusion and exclusion criteria, and conducting a qualitative analysis of the selected studies. The guiding question for these reviews was is: Can a database design influence the effective operation of a flood early warning system? To explore this, targeted searches across three major scientific databases—Research4life, Science Direct, and Wiley Online. The search focused on literature published in English from 2002 to 2022, using keyword combinations such as "Data model," "Database," "Design," "Development," and "Early warning system," with an emphasis on flood-specific applications. The exclusion criteria eliminated non-English texts, non-academic sources such as blogs, social media posts, and opinion pieces, as well as any material not specifically addressing flood early warning systems or relevant data sets. Results: Following a multi-stage screening process, the initial search yielded 3,031 manuscripts. After removing duplicates and irrelevant titles, 2,091 articles remained. Further screening narrowed this pool down to 19 articles, all peer-reviewed and focused on the design or implementation of early warning systems. Ultimately, 12 articles were selected for detailed review, as they best addressed the aspects of design, development, or implementation of flood early warning systems, particularly from a database perspective.
