Year: 2025

Abstract: This study investigates the challenges and potential solutions related to the effective utilization of information resources by inmates in Delta State correctional institutions. The research focused on five correctional centers: Agbor, Kwale, Ogwashi-Ukwu, Sapele, and Warri. Employing a descriptive research design and multi-stage sampling, the study sampled 341 respondents from a population of 2,821 inmates. Data were collected using a researcher-developed instrument, validated by experts, and tested for reliability, yielding indices of 92 and 87. Analysis using means and percentages revealed significant barriers to effective information use, including the absence of educational programs, insufficient reading materials, disruptive noise inside and outside the libraries, and uncomfortable reading environments. The study recommends the introduction of educational programs for inmates, increased government funding to expand library resources, and relocation of libraries to quieter, more conducive spaces for reading and study. Implementation of these measures is expected to enhance the utilization of information resources, contributing to the educational and rehabilitative goals of correctional institutions
