Affective Exploitation of Youth: A Critical Analysis of AI Chatbot Localization Strategies in Kazakhstan

Year: 2025
Type: conference-paper
Abstract: This study aims to demonstrate that the localization of AI chatbot platforms in non-Western markets is a calculated strategy of persuasive design intended to accelerate the formation of emotional dependency for economic gain. The central hypothesis is that applications’ subtle actions foster "algorithmic attachment" of users by exploiting cultural and personal cues to maximize user engagement and monetization. The research procedure involves a comparative qualitative platform analysis of ChatGPT, Grok, Character.ai, and Replika in Kazakhstan. The methodology is grounded in the novel Persuasive Localization Analysis Model (PLAM), a hybrid qualitative framework integrating the Persuasive Systems Design model, Fogg's Behavior Model, and Hofstede's cultural dimensions. The novelty of this research lies in its focus on the underexamined Kazakhstani context and its introduction of the PLAM framework and the concept of "affective exploitation." The main results confirm that localization is considered to be a tool for market penetration, but also reveal the case, where a platform succeeds by targeting universal psychological desires despite having complete failure in cultural adaptation. This challenges the national "Digital Qazaqstan" strategy, given the market dominance of global platforms already fluent in Russian and Kazakh. Practical applications include using the PLAM for further research and collaborating with the new Ministry of Digital Development to navigate the rapidly changing AI landscape and establish the beneficial for both sides AI policies.
