Abstract: The article is devoted to the analysis of the implementation of the institute of volunteerism in the military and civil spheres in order to ensure military security and the safety of the civilian population. Two areas of implementation of volunteerism are distinguished - military defense and civil defense. Attention is paid to the relevant volunteer formations operating in the field of military security, fire safety and protection of the population from emergency situations. A system of defense and defense security is being built, including the military and civilian spheres. Special attention is paid to special regulatory regulation of the area under consideration.
