Abstract: A modern democratic society is unthinkable without a parliament. A century ago, Russia underwent a transition from an autocratic monarchy to a Duma monarchy. According to the author, this event can be considered the beginning of a new history of Russia. The key element of the article is the analysis of ideas for the transformation of the Russian Empire into a limited monarchy. Equally important will be the consideration of the events preceding the creation of the parliament in Russia, as well as the process and organization of elections to the State Duma of the Russian Empire.
