Abstract: This paper introduces NCAOS, a non-invasive external operating concept designed to stabilize AI systems by adding an adaptive, protective outer layer. Unlike traditional internal modifications, NCAOS operates as an external supervisory shell, enabling system-level consistency, stability, and constraint enforcement without touching the underlying AI model.
