Abstract: This paper delineates investment under systemic transition as a movement from transactional logic into infrastructural inscription shaped by emerging technological environments. It outlines how capital, strategy and authority reconfigure into architectural conditions across IPAs, institutional actors and supranational entities, expressed through system-state dynamics and instantiated protocol. Institutions in this domain operate as co-architects of the conditions under which infrastructures, mandates and capital arrangements take form.
