Peace Initiative for the Russia–ukraine Conflict

Type: article
Abstract: The Russia–Ukraine conflict is not merely a territorial war or a bilateral military confrontation; it is a manifestation of a profound equilibrium crisis within the contemporary global security system. The prolonged nature of the war indicates that the conflict can no longer be addressed effectively through conventional tools such as military deterrence, territorial bargaining, or isolated ceasefire arrangements. Most existing peace initiatives have failed for three core reasons: (i) they adopt a single-layer approach that focuses primarily on military or political negotiations; (ii) they lack sufficiently strong feedback mechanisms to prevent escalation and to induce self-adjusting behavior among the parties; and (iii) they do not resolve the hostile resonance field formed by historical memory, collective emotions, and information warfare—forces that systematically paralyze policy rationality. This paper proposes the Symbiotic Peace Initiative as a new framework grounded in the three foundational laws of the Symbiotic Doctrine: Feedback, Resonance, and Equilibrium. On this basis, it presents a four-layer solution framework aimed at rebalancing the system across the levels of survival, cognition–emotion, security structure, and global order, together with an operational mechanism IGV (Incentives–Guarantees–Verification) to ensure feasibility. The paper argues that sustainable peace emerges only when the system no longer needs violence to survive.
