Abstract: The manuscript under review aims to provide a conceptual foundation for quantum theory by introducing the“quantum postulate” and the principle of complementarity. Although the paper is historically significant, its scientificcontent does not satisfy modern standards of theoretical physics. The text contains no variational formulation, nodynamical equations, no testable predictions, and multiple internal contradictions. As such, it cannot be considereda scientific contribution in the contemporary sense.
