Multi-Criteria Evaluation of Operation Priorities for Urban Drainage Pump Stations Using a Flood Damage Index

Type: article
Abstract: This study presents a simple framework for prioritizing the operation of multiple urban stormwater pump stations using the Flood Damage Index (FD) and Flood Damage Reduction Index (FDR). Two-dimensional inundation modelling was used to estimate FD for each basin, and FDR is derived from the difference between FD with and without pump operation. Linear performance curves are then developed for each pump, and all feasible pump combinations are generated under river-based allowable discharge scenarios (60-300 m3/min). Each combination was compared from four perspectives: maximum flood damage reduction, flood damage reduction efficiency per unit discharge, distributed reduction (equity among catchments), and minimum safety, defined by the lower bound of the 95% confidence interval. The case study shows that when the discharge capacity is sufficient, the maximum reduction and efficiency criteria provide strategies that most effectively reduce the total damage, whereas the distributed criterion improves equity at the cost of some total reduction. The minimum safety criterion incorporates regression uncertainty and yields more conservative operational plans for the same allowable discharge.
