An Architectural Framework for Ethical Reasoning and Governance in AI Systems
Year: 2025
Type: article
Abstract: Artificial intelligence systems are increasingly embedded in governance, healthcare, finance, and public decision-making. Yet most contemporary AI architectures remain centered on prediction and optimization, while ethical considerations are introduced as external constraints or post-deployment compliance mechanisms. This work introduces CEOS, a foundational architectural framework that treats ethical reasoning as a distinct form of intelligence rather than a rule-based limitation. CEOS is designed as a non-operational reasoning layer that supports accountability, proportionality, and governance under conditions of uncertainty, incomplete data, or systemic risk. The framework does not act, predict, or enforce decisions. Instead, it defines structural boundaries where human oversight must intervene, preserving responsibility at critical decision points. CEOS is intended to complement existing regulatory standards and institutional governance, functioning as an architectural control layer rather than a policy abstraction. This work is conceptual and non-commercial in nature, and is presented as a foundational contribution to AI governance and ethical system design.
