Demography in Europe: a democratic challenge

Year: 2025
Type: conference-paper
Abstract: Europe’s population is undergoing a profound demographic shift characterized by low fertility, increased longevity, and rapid ageing. The share of Europeans above age 65 rose from about 9% in 1950 to over 21% by 2020, and it continues to climb. Birth rates in all European countries have fallen below the replacement level of 2.1, with several nations hitting record lows. These trends are producing a structural imbalance between generations – sometimes termed “dejuvenation” – wherein shrinking cohorts of youth support ever-larger cohorts of elderly. This paper examines the implications of Europe’s demographic transformation for democratic participation, representation, and intergenerational equity. We draw on insights from a recent conference by Anne Goujon and Alessandro Rosina, alongside official statistics (Eurostat, ISTAT, UN World Population Prospects) and the academic literature, including publications by the two speakers. Core issues include population ageing, generational imbalance, migration’s role in population renewal, disparities in political participation across age groups, and the challenge of ensuring intergenerational justice. Case studies of Italy, France and Austria – countries illustrating different facets of Europe’s demographic and democratic dynamics – are presented. Population ageing poses a significant democratic challenge: older voters tend to participate more and may have different policy priorities than younger citizens, potentially skewing democratic outcomes. Meanwhile, younger generations face diminishing electoral weight and distinct barriers to political participation. The article discusses policy responses – from family support to youth enfranchisement – aimed at mitigating the democratic deficits arising from demographic change. Ensuring a sustainable future for European democracy will require bridging the growing generational divide and fostering a new social contract that balances the needs and voices of all age groups.
