Risk management in low-rise housing construction

Year: 2025
Type: article
Abstract: The paper considers the task of identifying and analyzing risk-forming factors that determine the sustainability of the low-rise housing construction (LHC) market in the Russian Federation. The practical significance of the study is due to the record share of low-rise housing construction, which reached 49.8% of the total volume in 2024, according to the Russian Ministry of Construction. (over 58 million m2), with a projected excess of 50% in 2025, Government preferential mortgage programs are offset by the continued high volatility of the segment. The paper presents the development of a hierarchical classification of LHC risks, supplemented by an original quantitative assessment, where infrastructure risk is identified as a key one: according to monitoring by DOM.RF PJSC, the average period of connection to networks in new integrated territorial development projects was 14.8 months, and the share of related costs in the project itself reached 27-32%. The algorithm of management blocks of construction activity using the concept of risk management in the conditions of modern economic space is presented. A risk management model for construction activities is proposed, taking into account the adaptation of processes in a dynamic environment, the model elements are structured into separate categories such as government, science, business entities, the presented blocks affect the implementation of risk management processes in the modern economic space, taking into account industry and regional indicators that arise during the implementation of projects construction activities. The model will allow developers to form structured tools to increase financial stability and predictability of projects. Its practical implementation will help minimize losses from negative scenarios, which will allow building prerequisites for increasing the investment attractiveness of the entire segment.
