Improving the model of interinstitutional interaction to enhance the economic efficiency of maritime transport in the logistics services market

Year: 2025
Type: article
Abstract: The increase in systemic transaction costs, driven by a lack of coordination among diverse stakeholders, is a key factor constraining the economic efficiency of maritime transport in the logistics services market. There proposed a model of interinstitutional interaction aimed at reducing these costs and enhancing the competitiveness of maritime transport. Using methods of institutional economic and structural analysis, the key groups of economic agents are identified and the main types of their interaction are structured: regulatory, operational, financial, and informational. The developed generalized interaction matrix visualizes the economic essence of coordination between international organizations, state regulators, shipping and port companies, classification societies, and financial institutions. The model serves as a conceptual basis for designing specific economic and contractual mechanisms aimed at implementing strategic priorities. Its application allows for the identification of coordination “gaps” that lead to direct financial losses, such as increased vessel turnaround time, higher operational costs, and increased cost of capital. The practical value of the model is demonstrated through examples of solving economic tasks, such as improving shipping efficiency through synchronized actions of participants and developing port infrastructure via public-private partnership mechanisms. The model has significant applied potential for public authorities in diagnosing areas of inefficiency, for commercial companies in strategic planning and risk management, and for the scientific community as a basis for further research in the economics of maritime transport.
