Abstract: For cities to upscale their climate neutral and resilience objectives for city-wide implementation, the use of governance instruments is essential. adelphi develops a framework for identifying transformative instruments based on city needs and recommendations on how to proceed specifically on improving transformative governance. Building on the report on D5.1 that described the Governance Framework itself, this report describes the process of its testing with the cities in the upscaling phase and its operationalisation on the UP2030 Service Platform, including the complementary recommendations.
