The (re)production of sociomaterial entanglements in municipal governments transition

Year: 2025
Type: article
Abstract: This study aimed to understand the (re)production of sociomaterial entanglements in the practice of transition between municipal governments. Using the approach of Practice-Based Studies (PBS), with a focus on knowingin-practice, qualitative research was conducted through documentary research, semi-structured interviews, and interviews with role-doubles, conducted with twenty retired career civil servants from four municipalities. The data were interpreted and organized through spiral analysis. The results highlighted four key movements in the (re)production of elements within sociomaterial entanglements in government transition practices: defending previous knowledge during transitions; defending the transformation of knowledge during transitions; seeking security in transitions; and maintaining political neutral behavior in non-neutral environments. Together, these findings revealed a process in which knowing in practice refers to a form of knowledge that constitutes the transition practice itself, shaped by a variety of heterogeneous factors.
