Abstract: How to stimulate small and micro-enterprises to realize knowledge value innovation and product value innovation by sharing knowledge with large and medium-sized enterprises has important theoretical and practical significance for improving the level of social and economic development. This work studied the incentive mechanism of core knowledge sharing and value innovation among enterprises under risk-neutral and risk-avoidance conditions using the theory of system optimization. The sensitivity responses of government incentives to the output coefficient of core knowledge value innovation and the complementary coefficient of core knowledge value innovation among enterprises were also analyzed. The level of one firm's core knowledge sharing had no relationship with the core knowledge stock of the other firm, the government's participation subsidy, the firm's retention utility, or whether the firm is risk-neutral or risk-averse. The level of core knowledge sharing of an enterprise is affected by the output coefficient of core knowledge value innovation of the other enterprise, but its own output capacity of core knowledge value innovation has a stronger impact on its level of sharing. The complementarity of core knowledge value innovation between enterprises directly affects the sharing level of both parties, but the core knowledge sharing level of small and micro-enterprises is more sensitive to knowledge complementarity. Compared to the degree of risk aversion, the uncertainty of risk has a greater impact on the level of core knowledge sharing of large and medium-sized enterprises, as well as small and micro-enterprises.
