One Balancing of Efficiency and Accountability in Public Administration
Year: 2026
Type: article
Abstract: The paper argues that the conflict between being "by the book" and being "effective" is not a zero-sum game. While a mature civil service culture is the ideal foundation, even developing administrations can "engineer" a virtuous, efficient system by slowly implementing output-oriented incentives. This allows for a public sector that is both flexible enough to innovate and structured enough to remain honest.
