Abstract: This scoping review aims to systematically map regulatory frameworks governing health professional licensing, license renewal, and Continuing Professional Development (CPD) requirements across countries of the Eastern Mediterranean Region (EMR), with a focused sub-analysis of Gulf Cooperation Council (GCC) nations. The review will identify governance structures, digital licensing systems, CPD enforcement mechanisms, and evidence gaps in regulatory impact and workforce outcomes.
