The Overseer operates as the highest coordination layer, receiving summarized reports from Department Heads and distributing system-level guidance without direct interaction with individual units. The design emphasizes system isolation, simple reporting structures, and consistent communication methods to support scalable and reliable automation across varying system sizes.
