The Enabler's Responsibility: Toward an Operational Integration of Observer Accountability in Second-Order Cybernetics
Year: 2026
Type: article
Abstract: This working paper proposes the Observer-Enabler Framework (OEF), a structural extension of second-order cybernetics that integrates enabler responsibility as an operative feedback variable. Rather than treating accountability as an external ethical category, the framework locates it within the feedback architecture itself: the agent who sets initial constraints bears structural responsibility for the possibility space they open, prior to any emergent behavior. The paper develops four propositions covering causal crossing between digital and physical domains, the enabler's initial responsibility, the mode architecture of observer-system coupling, and the explicit open boundary as a methodological position. Empirical illustrations are drawn from documented system failures including algorithmic trading cascades, behavioral modification experiments, and AI deployment patterns. Three interface tensions at the digital-human coupling boundary are addressed as open research directions. The paper is published under Emergenzwerke, an independent research venture based in Gladbeck, Germany.
