Abstract: Position paper arguing that post-conflict nations are becoming unexpected innovation hubs through military-to-civilian drone expertise transfer. Proposes dual-output drone surveys for simultaneous structural and RF assessment, consortium-stacking as grant methodology, and frames the ontological gap in reconstruction planning. Grounded in Sendai Framework targets and World Bank RDNA5 damage estimates.
