Abstract: This publication brings together a full proposal package on democratization, democratic preparedness, and institution-building in Iran, including the main proposal, supporting annexes, and presentation materials. The collection outlines a two-phase strategic framework centered on secure and privacy-preserving participation infrastructure, inclusive democratic process design, national dialogue, and the gradual development of the legal, civic, and institutional capacities required for a credible democratic future. It is intended as a consolidated reference for researchers, institutions, policymakers, and public-interest actors concerned with democratic development, civic infrastructure, and long-term institutional resilience in Iran.
