Year: 2026
Type: article
Abstract: Inspection and guidance in educational institutions play a vital role in enhancing quality, efficiency and success as indispensable elements of management. In this context, Quran courses, key providers of non-formal religious education, are inspected by the Presidency of Religious Affairs (DIB) through structured guidance and inspection activities. Inspector (Murakıp), working under mufti offices, execute these programs while also taking part in investigation and in-service training processes. Today, increasing demand for these courses has led to diversified curricula, making effective inspection even more critical. This study investigates the alignment of current inspection practices with modern educational standards and institutional needs. It aims to identify systemic deficiencies and provide concrete solutions for improvement. Designed as a qualitative case study, the research employed MAXQDA-supported content analysis. Semi-structured interviews were conducted with 18 murakıps in Istanbul to gain deep insights into the challenges faced during inspection and guidance processes in Quran courses. The research identified three main themes, encompassing sub-categories such as educational inspection, female murakıps, unitization, instructor competencies, institutional belonging and physical course inadequacies. Findings suggest transforming the inspection system from a control-oriented structure to a guidance-centered model. Recommendations include ensuring murakıps specialize in educational inspection, improving the murakıp’s career structures and personal rights, enhancing the professional competencies of Quran course instructors and qualitatively developing educational environments.
