Abstract: This record proves that the Three Primitives governance architecture is the unique and minimal resolution to three independent impossibility results from consciousness research (Hoffman), neuroscience (Sapolsky), and physics (Bell). It establishes a "Forced Bijection" between governance constraint classes and the structure of conscious reality, demonstrating that these primitives are not merely policy preferences but structural requirements for any decision-permitting system.
