Abstract: This release freezes the target list for the MAV-MCC 4T+4S Blind Pixel Population Test v0.3 before FIRST FITS download and before any scoring. It includes the 3CRR∩FIRST filtered parent list, N_FIRST=70, deterministic SHA256 target ranking, the selected 8 pre-download targets, FIRST download links, and a review patch documenting the B1950/J2000 coordinate systematic and FIRST northern-footprint homogeneity.
